Please read through google adsense approval policies to get an idea and follow what @WPWingx said here. To add whenever I click on the homepage article there is no way for me as a user to go back to other pages rather I can go on other articles listed at the top bar. Internal silo your website and follow the simple structure of using contact us and other pages which are required.

i do have privacy policy. what do you mean less contents? you mean i dont have enough contents?

what's 'real contents?' i write what i know about insurance, all types of insurance. and that's not 'real contents'? not all non insurance professionals know all these things. even insurance professional might not know all the details. that's why i dont understand what google wants. real contents?

is it because my articles are not long enough? of course i can make every article much longer, but i thought i've seen shorter articles. have google raised their standards? since i am not sure it's about the length, i am reluctant to spend a lot of time doing that only to get rejected again.

I think you misunderstood me when i said real content, just being a normal visitor on your website I don't feel interested enough to even click on any articles. Yes you have your own niche of insurances and other financial stuff which is fine by anyone even google but it's not operational enough for the user.

Privacy policy is in the footer it would be beneficial if you can put it in the header section above body and include other necessary pages as well. Because these are the adsense policies and they will only consider your website for adsense if IT MEETS THE MINIMUM ADSENSE POLICIES. I hope you understand.

if you are not anywhere close to being eligible for medicare insurance (e.g., you are only 30 y.o), and you happen to land on the website https://medicare.gov, would you be intrigued enough to click any link on the site? how does google know that people curious about insurance would not be interested in my contents?

that's a government website and what i told you above I don't think you're even trying to read them properly I am not saying you have bad content, it's a shit website and you are not trying to improve it and taking it personally.

And apart from that read Google's website eligibility for adsense for getting the best possible information.
Sorry to say, I am wondering how can anyone with ONLY 6 images (and nothing else, no other content) on his or her landing page (of the website) ever think that such a website can be eligible for Adsense ??? If this was the case, every 14 year old kid would be making thousands of Dollars a month, so easily. And I'm sorry to say, everything pertaining to Google (be it Google Adsense, Google Ads, SEO for Google) is no longer for lazy people, those days are gone.
And here is a tip : That domain you've mentioned is 1,047 days old (domain first registered on 2018-11-13), so firstly check in Google Webmaster tool as to ensure that domain is not banned by Google , for Adsense. This may save you a lot of time !!!!

Yes, But I meant those 4 pages are very important to comply with Google Policy.

Yes. And your articles are very short, They should be around 1000+ words (Average), Best practice.

i checked and there is no manual action - meaning that my site did not fail by a human review?
i got 3 server errors (5xx) listing urls that reflect folders hackers put on my site. i have struggled to delete those folders. they kept coming back. could that be the reason my site failed google review?

Finance related niche. Maybe they have a different standard for this niche, like in the Health niche? I never got approved with Health related niche site, but got approved in just a few days with other niches. Just my opinion to give a different perspective and I could be wrong.
