First, you should understand exactly how Google works and how they rank pages.
Second save your $500, it’s not going to do anything for you. Think of what big companies are spending on marketing? Competing against even a mid size business with a small budget…you will never win. You will go broke quick.
Go to Google and search for “ How does Google rank websites” click on the title that says “How Google Search Algorithm Works”
Learn that page, also learn Google’s webmaster guidelines. Google says if you are building or paying for links, likes or followers to “manipulate” rankings, you are harming not marketing your site.
Focus on having “Quality Content” on your site first. Explain what you, your business, or products can do to help your customers. Then apply the same concept when promoting your business, spread the word. Provide information, answer questions. Going to a blog or forum specific to your industry not to self promote, but to provide answers or help, then place a link. That will promote you or your business naturally (that’s the key) earn it the right way. Earn your rankings or business naturally.

Worst advice. No offense but have you ever built a successful website? Keyword Research> Relevancy>Architecture> Content > Backlinks

I follow Matt Dignity advice here, write one or two long form quality content and reach out to other websites in your niche. You'll get many replies asking for money for guest post. Try to make your own PBNs they are more effective.

Of course, manual outreach. Analyze your niche, find big fish, contact the ones that don't directly target keywords you target. Repeat the process.

Also, create a page of 3000-5000 words that covers a really big question in your niche. Add infographics, numbers, comparisons, or even tools. I mean you have to have a page that people would want to link to in case someone you contact wants a link exchange.

Except of the content itself, obviously.

Not using a service is the point here But if you still want to speed up the process, use someone's hand, I'd recommend @MisterF 's service. He's one of the most genuine guest post and curated link providers. When buying from someone, try to learn the whole process as much as you can and at some point, you will feel like "Okay, I'm done. I can get these guest post deals by myself now".

Nope, There was one keyword, I had rank on 1st page. It had low competition but still, it was ranking at 75. So, when I started blog commenting, with anchor text similar to that keyword. It finally ranked on 5th position of 1st page. But it took a lot of blog comments.
