File Locker / Pay Per Download CPA Network Wanted

I'm searching for PPD CPA Network, whick must provide file hosting and rich with CPA offer,
I found that adworksmedia offers this option but offer are scarce.

what made me need this, is the the fear of sharing the file link if it's located on google drive for example, I tried to fetch some "referrer restriction" technique but no result till now.

CPA lead has file locker, URL locker, landing pages , offers, e.t.c...

But, the issue is that cpalead offers only url locker, and i seek a network that provide file hosting to which i can upload my files.

it has file locker it says, but link locker, you have to upload your file to file hosting free or image hosting e.tc, google
