Question about backlinks for my 1year old site

My site is 1 year old now with 18k monthly visits. I watched Diggity video and learn that build social profiles -> citations -> guest posts -> niche edits -> pbns -> editorial links.

1. So I have just bought a social profiles package. Should I build citations right after or wait like 1-2 months more?

2. There is a gig on Fiverr says that:
"manually submit your business or website details in 60 top High PA & DA local directories" for only $5. Why is the price such low??

some people use Scraper's, mean web scraper's for harvesting URL's. saw some thread also here...
