If you where selling something that violates their Terms or abused Friends and Family they could have banned you for that.

I was not selling anything directly. My customers would send me payment as seo or I would raise an invoice

It was a business account. I think I paid someone yesterday and maybe his account was a stealth account. Hence mine got limited

I have no plan. My brothers PayPal is what I am using now.

But if I buy a stealth PayPal account how do we transfer money?

Paypal is about the network of users you deal with. If you make transactions with SMM panels, churn and burn PayPal accounts, recently limited accounts, or any accounts that did something against their terms and conditions, you'll be considered as a threat.
in addition to all the things mentioned above, here are some tips to avoid troubles on Paypal:

1. if your account is new, try to avoid receiving or sending large amounts at least for the first few weeks (the recommended amount is $30 to $50 per day)
2. try to avoid using stealth accounts at any cost because there's always a possibility that one day they're gonna ask you to provide some official documents to verify your account
3. sending invoices instead of direct payments helps a lot
4. do not use VPS, data center proxies when you log into your account
5. linking your Paypal account to a mobile app helps a lot
6. the CC BIN matters, and Paypal accounts linked with bank accounts are more trustworthy in their eyes
7. try to avoid disputes at any cost. If you have a case, try to solve it outside of PayPal
8. try to avoid making transactions with users who come from countries that are known for scams
