Everything, as long as it's a fresh and dedicated proxy. You may want to avoid datacenter proxies.
 
Go with residential proxies. Dedicated if you can afford them. Paypal is another "difficult" target out there, so don't settle for VPNs, datacenter proxies and such. You will likely get your account blocked.
