Some penalties can't be lifted. Others can. It requires link cleanup and content improvement. Also takes a long time, if ever.

1. It depends on the kind of penalty
2. Remove high spam score links + build more links with low spam score domains.
Some may tell you to disavow those links but it makes no sense because
MOZ doesn't know what you submit on Google Search Console.

You shouldn't really bother with penalized domains unless you got one with really good links pointing to it,
double redirections do work in some cases while not in others, it's just a gamble,
for the spam score, you should actually ignore it, Moz is way behind being a decent tool to rely on their metrics in any kind of ways
 
1. If the website is not valuable, abandon it and move on. Google penalties are like death sentences. It's extremely rare to survive.
2. Spam score can be reduced by removing spammy links. It's a 3rd party metric, so you can ignore it.
