Organic Search Vs Backlink

Straight to the point,

If a website get a lot of organic search from google does it stand in a good chance to rank higher comparing with a site that have couple of backlinks???

I'm in a chance to promote my site to get organic traffics from the local audience, i was asking my self should i use this chance or should i spend couple bucks on buying backlink?? I need your thought guys.

I'm kind of new with SEO especially out of site SEO.
 
I think yes. More the organic traffic and more it stays on site, more are the chances for future promotions.

So backlink is not a must if i decide to concetrate more on organic traffics?
 
if you can get organic traffic without backlinks it definitely beats the backlink hunt. You said that you're in a spot to get local traffic (to a local business I assume), so - again - if you can do that for free or even for less than a backlinking campaign you should do it, and not worry about backlinks. The reason people get backlinks is to - ultimately - get more traffic but if you can get that traffic without a single backlinks spend the money on other things

Think on backlinks as a way to upvote your content to rank higher... but be aware that not just any backlink will do the trick. Backlinks from authoritative websites on your content niche will wight much more than unrelated backlinks... and forget about old techniques as to spam backlinks all over forums and blog comments... that just doesn´t work anymore... Google just ignores them. So do outreach to find related websites that may like to link to you on the exchange of some content, or well use other methods, like to create satellite websites highly related to one keyword .. a niche inside your niche... to link to those articles you want to rank higher.

When you start getting good organic traffic, you need to make the users stick to the page.
 
having a good amount of organic traffic would normally give some authority to the website,
having visitors clicking your links in the SERPs will send good signals to Google as the pages/website are worth ranking/visiting,
also, this will actually optimise the website metrics which are taken into consideration (like ctr)
