My ad on adwords is approved , it says enabled but not eligible, what does that mean ?

Despite, I have enough search volume and keywords for this particular ad

It looks like both are approved but , i see another issue i.e,

despite, putting a correct and working url in the landing page ad section
 
If it's an affiiate link with "enforced geotargeting" turnedon,it maybe the reason.
Is this page accessible from everywhere and fron any device?

It doesn't matter that it works from your targeted geo. it needs to work from everywhere.

Destination not working often happens when website can’t be reached by Google’s crawlers. Sometimes this requires adjusting your site code to accommodate crawlers with a “robots.txt” add-on, considering the fact that you've mentioned that there are no geo-restrictions on the website.
 
Yes solved but i paused previous campaign
Duplicated it and changed the url thing in the setup
 
Check your hosting for performance. For example, configuring the checker of the availability of the site.
It happens that if the hosting provider works with failures, Google can reject ads. In this case, only copying of ad groups will help, because even if you restore the work of the site or transfer to the new normal hosting, the privileges will be shielded further.
 
I had it when I accidently put https link to non-encrypted website, what's funny is, that after that I edited ad mutliple times, changed domain, url, server, duplicated ads, removed old etc, and it was still rejecting ads because of not working destination, even tho it was fixed.

Oh, and they banned that account shortly after lol
