Do you think Google can ban a developer account just because it is accessed via VPS or it can happen with dev accounts that already have been banned and google can link a new account accessed via VPS with an already banned account ?

Can a developer who has never had a banned account have problems using a VPS?

Google is run by bots.
Bots are based on doubt meters.

So why a developer would be using a VPS?
Maybe you only have a phone and you are accessing the VPS from your phone to develop apps?
You see how it sounds unlikely.
