What other links are appropriate to use as tier1 besides web2.0?

Is Google approved news helpful on the money site?

BHW and fiverr have seen the seller's plan to sell tier-style links.
In addition to web2.0, they organize tier 1 with social bookmarks, press releases, social profiles.
Is it actually right to use these as tier1?

If you want to make it right, you should point only genuinely looking links to your website,
that means either guest posts from niche relevant websites (not the trash ones) or well-built pbns, web 2.0s, crowd links, etc...
each of these should have a decent authority (design, content, silo, internal linking, tier 2 links, etc...),
the lower quality links such as profiles, press releases, wikis... should actually point to your web 2.0s

You need to plan long-term and short-term link building schedules. For example, if my main competitor has DA/DR 50, then I'd plan for a 2-3 years link building strategy with monthly schedules to improve my site authority and trust. The monthly schedules will contain outreach mails to send, guest posts to create, links to purchase etc.

Web 2.0s are only zero authority blogs. You can improve their authority by building backlinks to them. You can use them as PBN if you like and then build backlinks to them.
