top and best mean the same thing, so these 2 keywords should go in the same article, but how you title the article it doesn't matter. Most likely the competition is the same (hard) for both keywords so it comes down to your preference whether you title the article "top shoes for men" or "best shoes for men". If the competition is different I would probably go with the keyword with less competition cause it's easier to rank.
I'm not sure about "expensive shoes for men", though... Normally, if the keyword has enough search volume to warrant its own article you should create an article titled exactly like this keyword and then talk about the expensive shoes, covering everything there is to cover on this topic.
But if the keyword has few monthly searches (say, under 100) I would just throw it into its own sub-heading in the "top shoes for men" article and maybe use it a couple more times inside of the content to emphasize its importance. Yeah, that's what I would do...
