I had the same problem. I dont know why they complicate the process. It is possible to simplify the process while still mantaining the standards.

How many posts are there, in your blog.
For Adsense Approval, you will need minimum of 20 Unique and sense-making articles.

Then this is a serious problem. Maybe your content is not unique. or maybe it is the fault of AdSense, can't say without seeing the site.

the only option you had is to apply again.

There is small change i want to make make on the layout and add some couple of contents then re apply.
