You’re probably leaving some footprint behind other than your IP address and it’d be impossible to find out what based on the very little information you’ve provided.

I’m doing everything through a VM and with the new added IP but when I tried to create a the Instagram account I was instantly banned.
Hardware fingerprint, dns leak (in case you are using proxies), weak or absent useragent spoofing, compromised email hosting, compromising phone number. There are many many reasons for this to happen, you need to account all of them

On this device that you’re using the VM on, have you done any kind of IG botting? Not asking about inside the VM but on the actual device.

Could you explain more about useragent spoofing?
Useragent is the roughest flag that every site can use for anti-fraud detection. Ideally each account should stick to its own UA. There are multiple plugins that replace UA but the most reliable method is to edit browser’s dll/exe (ua is hardcoded there)

On top of MadDriver's post, please note that Instagram is way smarter than an average social media platform.
There are many other ways of identifying a device. As an example, Audio Fingerprinting and Canvas Fingerprinting are two of the toughest fingerprints to override.
For canvas, you have to inject a script that offsets the colors on the canvas when calling the toDataURL. Such injection should be done before the actual page load. (so, somewhere in the emulation hooks of Chrome DevTools.)
While spoofing your User Agent, don't return another browser, as detecting such spoofings is usually done by checking features availability and is commonly done by big platforms. For example, if you're running on Chrome, return something from the Chromium family, not Firefox.

It could be a banned IP/device/name/username/picture. Try again by changing all those factors one by one and you should figure out what caused the suspension!

Mobile is tracked as well I tried to create many tinder accounts since I am banned. They know my phone have tinder before even with new number or IP

acc creation is becoming harder everyday due to bots.. I have friends that dont do instagram business at all and they still get banned when trying to create a 2nd acc. Ig's limits are beyond crazy right now to the point they're even banning regular users

How? I’ve never created an account in either…
