My suggestion is to avoid any Automation on Linkedin in the current situation, As Linkedin has made many changes & with automation it can banned your profile

You'd need to scrape the members first then send bulk message to them.
IF you want a cheap solution then you may look into github. A few good repos are being maintained there and it will cost you nothing.

Well you can use tools that can target by list of companies, but there are very few SaaS tools that do that!
