Does picking a low or medium competition keywords, and write or buy a good content about these keywords + buying a good seo package, it's enough to rank a blog/site on the first Google's Page ?

Not really as you never know what the seo package can deliver it's a continuous process but definitely with good onpage you should get there eventually

Yes, and without buy any SEO package also. The key is to asker the keyword intent... And to know what is the best thing is to do a manual search and see what google is giving as results...pick all that Info and write content to solve it better that those results if possible and then manual index the page on search console. Create then new posts that links to the main post using that keyword and relatives. This helps a lot

It all depends on the chosen niche. For example niche - games, you can easily write articles with low competition keywords and get top positions without links. But you cannot do the same in the health niche.
