I purchased a yearly basic plan to make some animation add into my video, something like this guy but not exactly the whole video.

Around 20-30% my own voice and face, the rest use animation for telling some informative info and experiences like a story.
And I thought TTS animation would sync better with youtube subtitles than my own voice after upload just realised people saying TTS will not accept monetize!
So I asked their customer service, the guy said "to monetize the video in YouTube, you will need commercial rights which is only available in our Pro plan, and TTS is not an issue" sent me a link below

I told him I make too few videos per month are too much for a pro plan if the basic plan not get accept with the monetizing I want a refund, then he said they don't do a refund but can only convert $120 for a 1.5 month pro plan
I just don't get how they or youtube can tell if a person is using their basic plan or Pro plan to use in the video?
Final questions:
1. I should accept the 1.5 month Pro plan and use their service to add animation + TTS to my video and is safe to apply YPP?
2. Just use the basic plan and make the video private before applying the YPP, and switch public after approval?
