Most ad networks work with any country pretty much.
What you want to check about an ad network:
1. They don't have malware ads (like Adsterra)
2. A payment method you are flexible to receive (If the network pays in crypto, that's always a good sign).
3. Many types of different ads for making use of one site's full potential (or use multiple ad networks) such as native, push, pop up, popunder, etc.
On the other hand, CPA networks don't work or are not profitable with any country. Even if the majority of your traffic is T1, if your traffic doesn't make them money for any reason when promoting SOI or DOI offers, they will close your account or pause the offer you are promoting.
For example, teenage and early 20s traffic is terrible for webcam offers. They spend like $10 once a month, making one 20% profit (so $2) on revshare with most cam programs, e.g. Reddit is infamous for having this type of traffic.
