If you need to index backlinks, they're worthless. Simple as that.

1 quality backlink is better than 1000's of spam links.

You know, that is actually really profound. If there is a page with a backlink but it's not showing in the index, you get nothing from it.

I guess the hard part is whether google saw it and ignored tier 1 backlinks (web 20s, etc), or it doesn't know they exist yet. Reading further social backlinks like facebook, twitter, pinterest, etc, even though they are normal most times they don't show in the index. Are they really useless then, or just not as useful?

I do agree that the best links are ones that naturally show up, without a doubt. Can the other self-created backlinks like sites.google be useful or a way to push these type of content-based backlinks to become useful in googles eyes?

I use linkbox or omegaindexer to speed up indexing. You can also try using links from social networks.
