CPA Content Locking Question...

I´ve never promoted CPA offers with content-locking so, I have a question. Sorry if this is a basic or a stupid question.

1. When creating a content-locking, Can we choose offers will be displayed?
2. Can we create our own content locking feature on WordPress and manually select what offers to be displayed there? Even, if they are NOT from a content-locking platform like OgAds?

how ? could you please help us how to choose what offers to show on the content locker ? Of course you can choose, i work on cpabuild and i choose my offers by (enable or disable or boost) offers, so if i don't like an offer i disable it, thats all
