I think you'll find a very hard time finding somebody to do this. Anybody can scrape. The software to do it is available right here on BHW. Why would somebody partner with you and pay you a percentage, when the mailer is doing 99.99% of the work, and producing 99.99% of the income?

It's like saying I can do a google search.
Mailing to CL is a tough act and requires a good, solid setup and understanding.
Scraping is pushing the button.
