I need someone who have this option unlocked in ads manager:

I advertise for 1-2 years from my account and this option is still locked. When i try to choose it i receive this error:

Can someone help me with this one? I can buy an account if this is available or you can advertise for me and i will pay you for each ads. I will accept every deal only to advertise with this option.

Facebook ruined my business in the last 2-4 months. I spend 2000 euros on ads without results i am desperate please help!
