Outside of Instagram, you can first Blur the photo with the phone itself and then place it in the story.

1. Open a app where you blur the image
2. share the Instagram post in story (click that little arrow) and make it big
3. copy and Paste the blurred image in and make it bigger that the original photo in the story
4. add tap here button
