Why does this site out rank that site?

I'm just doing some research against my competitors and I have come across something that confuse me.

Site with a DR of 3.4 and PR of 5 out ranks the other site that has better metrics this page has 1700 words, site age 1 year - 15,832 backlinks 80 referring domains

Both with similar onpage, link structure similar.

The other site has DR of 19 and PR of 10 with 2000 words, site age 5 years - 2,988 backlinks 418 referring domains - ive noticed this site has done a lot of linking to some inner pages that has more competition, even then still gets outranked by weaker sites.

What can cause this?

I don't want to end up like this guy!
 
Good metrics don't necessarily mean a good backlink profile, better to check the quality and relevancy of links for both websites,
majority of metrics doesn't count the onpage of the links, the spam and outbound links per page, which can be increased/manipulated by using some spammy links,
another thing to consider is that the first website could be using a hidden PBN

I think I got it figured out, I checked his backlinks and the majority are garbage, the sites look terrible, looks like all low quality PBNs and the content is awful as well. I'm learning a lot just by analyzing my competitor sites.. trying to figure out why the number 1 guy is there and why the rest are not.. and coming up with a plan to kick all their asses.. this one had me stumped for a minute but it goes to show that quality over quantity really does matter, a real life example here

tell this to the many people outranking quality with spun content lol. I've said it many times and - even though I can't prove it (not that I care about proving it anyway) - I'll say it again: google treats each niche and each keyword differently... for the most part anyway. I also have a feeling that the ranking factors change once you get on page 1 because I've noticed many times that getting to page 2 or page 1 is sometimes as easy as driving fake traffic to your site, but getting on top 3 spots needs something else. I don't know what, but it does...

Anyway, good luck outranking those guys. And if you find a way to do it and are not bothered sharing your tactics with us, feel free to do so. I will be all ears :)

Well spun or even duplicate aside... would be kinda wondering how much relevancy is worth here.

When looking at high DR page are all backlinks or at least most from kinda random pages? Or pages with random content? Or is it all tied to the same niche even tho it's low quality content?

all the content on the referring domains are duplicate, and spun, but very bad readability and the sites look like complete garbage but they have good DR, the competitor sites that are outranking him are from quality guest post with decent content
 
oh... you are talking local SEO. I'm out then (never bothered with local SEO) :)

how you address user's intention makes a huge difference. see how the top 3 sites are doing it. see what they have in their H tags. do it better than them.
