it seems that your primary need is to import a page and then build from it. give this a try

I don't quite understand why people use landing pages builder. If you spend some time learning html and css your landing page with be at least ten times better than sites using those page builders

You can only exactly copy someone's landing page if they have given you permission to do so if it is copyrighted. If it is in the public domain then you can use it too.
If you are an affiliate for a company they may give you permission to use their landing page or a copy of it. Do not try to rip people off, they will come after you with
their lawyers and you will lose money instead of making it. Landing pages are not difficult to create. Just make one. There are also companies that sell templates too.
