It could be an very old authority domain, which yes, it could very well be very legit.
or it could be GSA blasted

it is hosted on s3 aws amazon host with subdomain like domain.s3.amazonaws

That still doesn't say much at all...
Is it a real site, a real site as in, a site a highschool/uni/collegue student will use as reference for their essay papers.

Looks like the backend of a site. Some people might be publishing pdf and spamdexing links. As more people do CPA, the RDs will constantly grow as they keep spamming with this link.

Yes, it's possible, but it really depends on the quality of links used here,
the better, the more expensive it will be (if you're creating these ofc),
authority domains do have a similar link profile, but usually not all of the links are high quality

Yes they are doing cpa
oh you are talking about a parasite used for hacks and generator niches i'm right?
Looks like you also saw this

The site owner is not doing anything. People like us upload pdf and create backlinks to index them. You can also create an account on site and upload your pdf. There are a few legit links though - like wiki, cdc, latimes, nytimes etc. which might've linked to their database instead of website.

I don't think so

You don't create account in AWS and you don't even need to open amazonaws.com site. You create account in their site (examplesite.com) and then upload a pdf. The pdf file will be stored in their database which is in AWS (examplesite.s3.amazonaws.com). Your pdf file will have 2 links: examplesite.com/subfolders/yourfile.pdf and examplesite.s3.amazonaws.com/subfolders/yourfile.pdf
You should index aws file instead of the file stored in main site.

Is it possible to create 5M+ backlinks? Yes, using software. The trade-off is these links are garbage and won't help you rank for shit. In fake hacks/generators niches, it probably works as there is no serious competition. But even if it does, it's short-lived, a rank & bank approach.
Is it possible to create 5M+ HQ backlinks? NO. Only exception is if you are a multi-billion internet-based Fortune 500 company.
