You get this info, when phone number was used on too many accounts, so probably you just got highly spammed to death phone number and might think about other provider.

Even if you luckly get fresh number and Google will accept it, you are sure that this number will be used shortly after by others, so your account will get quickly flagged/banned anyway

I had this when my daily budget was too low, it was shortly followed by Google suggesting me much higher budget, which then I could immidiately increase without suspension, but it was 2 months ago

I don't think there are formal restriction, but every time I tried to do it rapidly (f.e from 50$ to 250$ per day), best case scenario my accounts went into "silent review" (we can't determine why your ads are not showing, support always answers with "we have some technical difficulties" or other bulshit) and they get back after a day, worst case scenario - immidiate ban for suspicious payments.

That never happened tho, when Google itself suggestet me to increase budget in my campaign - in that case I increased it to whatever they were suggesting (sometimes it was increase from 50 to 500 or more) and never any problems.

But every account behave differently, so could be that my account were just too weak to make such rapid changes - well, they were best I could come up with at the time, but you never know if what you are doing is the best possible way

In my experience, IP does not an issue, i had always use RDP IP, but why IP is not an issues?
The Gmail accounts needed to be strong, like OLD, and should regular using gmail.
I was doing, First i'm create gmail accounts and sign up for google ads, and leave the gmail for 1 month, after one month, i login gmail with adwords, adding billing with bank or card, and it was working.
Maybe now it will too, I have a plan to make a course about how to use google ads with churn burn method and bing ads, or other service too.

making chrun and burn accounts rightnow is getting harder, I did some test on US accounts, the accounts re working but I keep getting short threshold the same case for EU countries, any tips to get full threshold?
btw I have some tips for you guys, account warmup is crucial, don't let the account idl, google is smart now, setup a bot or something to keep it busy.
