Not everyone will be able to run these ads. You’ll only get access if you target the United States. You will also need to:

• Be registered with FinCEN as a Money Services Business and with at least one state as a money transmitter, or:
• Be registered with a federal or a state chartered bank entity

Crypto ads has been allowed on google for a couple years already without any license. Guess you only need a license to run ads for exchange services and wallets. Im running crypto ads myself without any cloaking

People will find a way around this. There are some people that use google’s non profit AdWords accounts for their own businesses. (Which is terrible, of course)
