Looking for ad network for videos (pop ups, banners, etc.)

I'm looking for an ad network that will let me put pop ups and banners over a video like those shifty pirate stream sites do so I can cover my costs. Does anyone know of any good ones that allow this? Because usually it's against TOS to put them over a video.

(No adult please, my videos are G-PG rated)

One of the few companies that I think that it's may be able to do what you are looking for is AdMaven, since it has this kind of Ads and is specialized in monetizing stream websites. You can contact your account manager directly after registering and ask them if it is possible or how you could do it.
