Selfhosted Push Notification Server?

Hello, I could collect tons of push notifications subscribers but I want to keep them for me (don't want to sell to ad networks). Do you know how could I build a push notification server hosted by myself, where I can collect subscribers and then send the notifications depending on their device/country/subscribe age etc?

Hire someone to do it with PHP/JS. Isn't more than 100-200 lines of code. Depends on what features you want to add to ease your work.
