the reason I asked this is because I cannot afford to pay the $75 now because of my limited paypal fund. So maybe I can buy the software at lower price from the original buyers

It can be used to create any new accounts to anything, forums, networks, memberships, hosting, etc. The anonymity of a proxy hides your "identity" online so you are less likely to have your main ip banned if that were to happen for whatever reason. Think of it as a shield between you and the web. Many more specifics covered all over the forum, just read around.
