Link Building Tiers

I have all the knowledge about link building and also got backlinks from some guest posting sites. I also did web 2.0, social bookmarking, profile submission. But I don't have any kind of knowledge about Tier 1, Tier 2 and Tier 3 SEO. So, please can anybody provide me the details about Tier 1,2 and 3?

Tier 2 is the links point to Tier 1
Likewise the further tiers

There is no definite type of links should be used as Tier 1, Tier 2 or likewise. It's upto your competition and link authority you need.

Just curious, how effective is tier 2? Lets say you had a tier 1 backlink with a DR of 60 and the tier 2 back links was 30. How much “link juice” would flow to your money site and approx how much would it boost the DR?
