I'm still under impression that I do not understand your question correctly.
If you can explain that with more details somehow?
Do you have doubts regarding certain page or you have a kind of general question?

I want to know taking link on that website which I mention in the example is good or not as that website has zero organic traffic

Hello,
Taking links from zero organic websites will help my website traffic or ranking.

What if those links are indexable.

EXAMPLE: https://gobernauta.org/the-importance-of-local-listing-services/

please check the link and let me know this kind of links will helpful ornot.
Yes, a good question. Need to know as well.

well, at the end of the day it's still a backlink, so you should get it if you can. But don't expect ranking improvement from a single backlink
What if I get many links from these kind websites which has zero organic traffic..dose this improve my ranking or website organic traffic.

If you can get it for free - ok, take it. Don't pay for it...

They will be of no use really

Why would anyone generate links from sites with no organic traffic?

Similar to forum profile links or generic directory links - No real ranking benefits.
Only use may be for link diversification or diluting your anchor text (if it's been over optimized).

depends on a lot of things, man. For example, do these websites have good DA (at least 40)? If yes, they're worth something because it boost your own website's DA which matters. But then it's the question of money: is the agency charging you a lot of money for these backlinks, or is it something that you can afford losing? If you feel the cost is too high I wouldn't get these links, if it's something that you usually spend on betting slips go for it because - again, at the end of the day - they are backlinks... and then there's the question of keyword competitiveness: are the keywords you are trying to rank for competitive? If yes, these backlinks will most likely not do anything for you. If the keywords are not competitive (not even a single URL ranking on google's 1st page for your keywords is targeting those keywords) then the backlinks are good, although... you could probably rank even without a single backlink.

It's hard to say, really, you need to analyze quite a few things and the information you gave is pretty general for anyone to be able to give a clear answer. Personally, if I could get 100 such backlinks for free I would definitely get them despite of what everyone will tell me. Heck, even if they cost $10-20 they're still worth something because the websites look clean and user friendly and this is something that I like to see. But since it's an agency providing you those backlinks I have a suspicion that this website (and the other ones you are getting backlinks from with their package) might be their internal PBN and might already be spammed to death or have lots of OBLs, in which case those backlinks are not worth anything. By the way, did you even check if those websites are indexed by google? Because if they aren't... that's a red flag.

You just need to check a lot of things, at a first glance the website looks good to me, but I only clicked on your link and looked at the design, I didn't check the OBLs, whether or not the website is indexed in google, its DA and CF metrics, and so on. You'll have to do these things yourself (or ask the agency for a report of those metrics) and then decide on your own whether or not the backlinks are worth the asking price

Again, long story short: do not pay for that type of links, or if you decide to pay - don't pay it too much :)

This is a PBN,
most of the PBNs don't have any organic traffic,
such a link can be more helpful if the PBN domain had more quality RDs and niche-specific, not just a general one,
but it can do the work for many different niches

Will these links affect my current ranking?

Negatively or positively? If positive, most likely no. Negative, it may, but one PBN usually won't get you hammered. Rank loses generally happen now due to link loss (negative link velocity) and link devalues (Google will devalue spammy links like this one).
