What if I get many links from these kind websites which has zero organic traffic..dose this improve my ranking or website organic traffic.
depends on a lot of things, man. For example, do these websites have good DA (at least 40)? If yes, they're worth something because it boost your own website's DA which matters. But then it's the question of money: is the agency charging you a lot of money for these backlinks, or is it something that you can afford losing? If you feel the cost is too high I wouldn't get these links, if it's something that you usually spend on betting slips go for it because - again, at the end of the day - they are backlinks... and then there's the question of keyword competitiveness: are the keywords you are trying to rank for competitive? If yes, these backlinks will most likely not do anything for you. If the keywords are not competitive (not even a single URL ranking on google's 1st page for your keywords is targeting those keywords) then the backlinks are good, although... you could probably rank even without a single backlink.
It's hard to say, really, you need to analyze quite a few things and the information you gave is pretty general for anyone to be able to give a clear answer. Personally, if I could get 100 such backlinks for free I would definitely get them despite of what everyone will tell me. Heck, even if they cost $10-20 they're still worth something because the websites look clean and user friendly and this is something that I like to see. But since it's an agency providing you those backlinks I have a suspicion that this website (and the other ones you are getting backlinks from with their package) might be their internal PBN and might already be spammed to death or have lots of OBLs, in which case those backlinks are not worth anything. By the way, did you even check if those websites are indexed by google? Because if they aren't... that's a red flag.
You just need to check a lot of things, at a first glance the website looks good to me, but I only clicked on your link and looked at the design, I didn't check the OBLs, whether or not the website is indexed in google, its DA and CF metrics, and so on. You'll have to do these things yourself (or ask the agency for a report of those metrics) and then decide on your own whether or not the backlinks are worth the asking price
