I invest time and money in this web?

• Do you think it has a YMYL penalty?
• Do I add new content and start with SEO?
• Do you know any tool that tells me if the domain is penalized?

If there is any manual penalty you will get message at GSC. Most of the times algo updates causes penalties. Just publish few articles & try to rank them. Plan some links to Home page URL. Try to increase overall domain authority. Also disavow if any low quality links if you don't notice any movement of previously ranked keywords.
