hi i have a website socialmatrix dot in and i am trying to do SEO for that when I looked my competitor site in ahrefs he was having some google referral backlinks from more then 100+ google subdomains if anyone know about them, kindly tell me how he created them and is it safe?

ignore those links. they absolutely do not have any effect on your ranking. absolutely none.
