Reddit comments upvoting

Hello,
I've got some Reddit accounts with various karma, mostly it's post karma. Sometimes when I try to upvote someone's comment = the vote is not being accepted. When I refresh the page I see that I voted but the number remains the same.
Question.
1) How does reddit work and what limitation does it have?
2) How much comment karma should account have to vote in every subreddit.

When I upvote posts - everything is ok and it works. But can't upvote comments, but it also depends on some unknown to me factor. Some comments I can upvote.
May this be related to the fact that accounts earned karma in wrong subreddit (AskReddit)?

Reddit vote system inserts random numbers into the total votes. Also it is not in real time, some times the votes take a while to computer.

Also there's ghost votes and stuff like that to throw spammers off.

I think new accounts are fine. It's their behavior that matters. They're really good at detecting fake votes.

But I manually vote for comments. Sometimes it doesn't work even from my personal account)

You were already answered - reddit shows a bit different numbers (adding or taking away upvotes) for posts. Every time you refresh the post it shows different number of upvotes. It has nothing to do if your upvote actually worked or not - it's written in their FAQs or somewhere - they deliberately do that to throw spammers off.

If upvote worked reddit pushes the comment higher, I know that that often show numbers randomly but the comment goes up if the upvote worked.
Why are you repeating "spammers"? I sometimes can't upvote even from my personal high karma account.

On the old version it counts but the comment position is still low, at the same position as before. So this doesn't work either.

Spammers as in people trying to manipulate votes on posts to get an edge.

I don't have experience with how fast the post/comment moves up after upvoting.

Again, their votes aren't deterministic. They delay votes, add randomness, etc.

One good test is vote on a new article just submitted, if your article changes its ranking, then the vote counted even if they didn't show +1

Do some high quality post and comments , So do some regular activity on Reddit , May after that it will work

In my experience, if you want to play with votes ( any type ) then you must make the accounts good looking enough by having KARMA, posting and engaging.
If you do it will not be hard for you. Reddit is similar to other social site. You just have to play with it for a while and find the correct way ( i'm doubtful someone else will do it for you ).

tried residental proxies, tor, opera vpn, results are random, I can vote for posts not comments, comment karma up to 100, post karma up to 10k

I've experienced similar results with dedicated proxies (I don't use residential proxies for reddit it's cost prohibitive for my purposes). It may count 10 of 25 upvotes sometimes and others it counts more. If you refresh the upvote number will always fluctuate. One thing people haven't mentioned yet is that subreddits may require you to be subscribed in order to count your upvote. This is in the spam filtering settings of the subreddit admin. If you use a lot of of accounts, those accounts will have to also join the subreddit that the post is in if that subreddit has it's spam level protection set to require you to subscribed. That said, I still experience similar results to you in that not all my upvotes count when I rotate the browser, proxy, clear cookies / cache. For reference I use one dedicated proxy per account.
