it does not exist. don't waste your time.

the word tool and quality backlink do not belong in the same sentence. for tier 1, and wanting to build quality backlinks, you need to them manaually.

Automated backlink submission tools no longer work especially in 2021. It worked in the past, but not anymore.

you can go for it, not for the tier1 tho,
if you plan to use rankerx, you have to get some high-quality manual created web 2.0s, make some crowd links & use the tool for the 2nd tier and above
