i heard that if you use a dedicated vpn that have a residential ip websites and apps will not be able to detect you that you are using a vpn is that right?

Are you asking about a proxy? Vpn companies normally use datacenters as their out point. Most sites know their ips and can block them if they choose.
 
Yes, Residential ip will hide your location, But its totally depended on which apps you are using with vpn.
