I've tried ranking and renting.
I did a site in the plumbing niche and covered 6 small cities in the US. Found a cost per lead option that paid $25 for a call that lasts at least 60 seconds.

Spent $4K on the site, content and backlinks and waited for 12 months. I got some keywords ranking that were meant for topical relevance. E.g. "things to do in X city".. but never managed to get my plumbing pages to work. I followed https://lionzeal.com/blog/rank-and-rent/ to the T and was very hopeful about it, but unfortunately ended up losing 100% of the investment.

Rank and sell links and banners. But if I end up getting a lot of traffic on a site, I'd choose to sell it and tell the buyer where the traffic is coming from and what he should do to sustain it, and move on to building the next one.

im just trying out a rank and rent gmb listing method.its basically the same but once ranked its maintenance and cost free .im receiving around 1-3k gbp per week of leads in the construction industry and number 3 in the 3 pack with a handful of reviews .i visited some local companys websites and offered to add their number with a 2 week free trial period but no reply and ive been meaning to expand my contact to a wider area .,although the webmaster maybe the reason for that and someone good on the phone would be better .

you can rank for local services on any city, sometimes you cannot flip sites like that
