I guess it depends on niche whether they allow it or not and I'm sure you can defer spam from readers' comments. They might be turned off because no one leaves comments at all. Lots of authority sites live in the past tense, one of the great examples is Neil Patel. Just check the number of comments on old content and on new. I'm not saying that you are wrong. I just say if I must choose between a site with DA 60 and no comments and the site with DA 19 but with lots of comments, I'd go with DA 19 because I'll get a backlink plus traffic and engagement

You dont concentrate on high DA sites, ok.
Just find a site in google whose niche related to yours, and how much traffic are they getting? If DA less also and traffic is there and your niche related then its good
