Which cache plugin? And apart from theme there are a few more factors which affects the PSI, so maybe you should look out the ither factors as well?

I swear I can never figure out what are those factors..
I use RocketWP and Asset Cleanup.

Even your hosting affects speed btw, so you cant be sure unless you analyze properly
