But I agree. YouTube only cares about user engagement signals these days, the longer people stays on YouTube, the more ads they can put in their users' faces. But honestly, it did also help them weed out a lot of the low quality videos being uploaded, which is good overall.

Want to rank? Find keywords people are searching for, and publish high retention (engaging) videos.
  1. Get people to click on your result (impressive thumbnail)
  2. Keep them watching as long as possible (this is where most struggle)

Can we download a youtube video, make it short, and reupload it to another channel?

Why copy someone else's work? YouTube doesn't like that, nor does the creator of the original content.

If you're interested in long term growth you need to learn how to produce, or outsource high quality content and rank these videos on popular niches.

Not really. When these two are combined in the right way, it helps push the videos a lot faster. YouTube still needs views and engagement to measure the performance of your video. They aren't going to rank a video with 10 views.

But those who follow the best practices typically tends to be able to snowball their growth with organic and free traffic, so with time they are less dependent on buying views and engagement to rank videos.
