It is the website IP address. To do that, you might want to get a server with a dedicated IP.

You don't need any platform. You just need your own server, VPS or dedicated with one or more IP addresses. Then you just edit the .htaccess file if you run Apache or conf file if you are on nginx.

The idea of domain name exists to avoid remembering those IP address and I am curious to know why do you need to use it

By doing that or start doing that you need to think of the reasons. Why do you need to have that all? In terms of SEO is nothing, it is not memorable.
Maybe just for fun to have some kind of "exsotic" web site?

Here we come to the stage, where people don't know what are the domain names used for I remember 20 years ago I was dreaming to have a domain instead of using just pure IP for my local websites...
