how can i withdraw my funds using new card? cant use the old one anymore.
 
Send the money to a friend who should then withdraw it.

then Paypal take my account balance and now I remain zero balance
what was that ?

They're taking money from limited accounts before the 180 days grace period is over, if they feel, that you violated their acceptable use policy. It's $2,500 per violation.

But I didn't violate anything
and didn't even got any mail from PayPal

Their fucking AUP policy. They legally stole your money, and the chances to get them back are very slim
 
I'm sorry for your loss man. I wonder why Paypal still have a lot of user despite of the bad service and quite high fee they have. I mean check Paypal review in Trustpilot web. Can you imagine how bad a company that it get review score of 1.2 out of 5? Actually there're a lot of alternative with lower fee but why don't they got bigger market share than Paypal.

It's a vague policy. It's in their TOS too. They don't send you any emails regarding this, they just take the money, because when you create the account, you accept these terms.

Whatever the reason was for the 180 day limitation, that must violate the AUP too.
