Google Merchant suspended - starting new Google Ads from scratch

Currently I am White Hat, with only Google Merchant center being suspended(which was 95% of my profit).
I am currently working on creating everything from scratch(new internet provider, laptop, new gmail, my brother's company CC), will Google be able to link those 2 accounts even with everything fresh? I have read on the forums that one of the issues might be the "billing address", which is the only that is the same, while everything else is different. I just don't want to Google to somehow link 2 accounts, which will make me lose everything and the only thing suspended is "Merchant center".

The 2nd option I have is to use all my friends data, including his Gmail(10+ years), his CC and his personal info. The only small issue is that one time, he logged via his android to my WiFi, so I don't know if that would create any issues with Google?
