Suppose a English website is shown to Germany, will google auto translate?
 
To the reader you mean? I am not sure if they auto-translate but they definitely prompt the user to have it translated to the their language because I've seen that a few times when I come across foreign websites when searching for information.

No, not automatically - but there's this option in Chrome to translate the page.

actually this is true. still does. i went to a foreign news site and sure enough i got a pop-up asking me if I want it to get translated to english.

I do see prompts requesting to translate foreign languages to English each time am on foreign website or page. I doubt Google does that automatically for anyone.
 
nope, it doesn't,
you can use some auto-translation plugins tho (js translate, same page)
 
Yes, Google detects your GEO location and ask permission for translating website text to your GEO language, If your browser has access to your location then only.

Google doesn't auto-translate, when you see some pages translating automatically then it could be due to the settings in your browser

In Google Search, There is an option in Search Settings to set your preferred language.. So in Google SERP results, if there is any URL that is not in your preferred language then google shows a button to translate that page through google translator, when you click on the link then it will take you to Google translator page -


And in chrome browser, there are settings as you can see in the following screenshot.. here you can set the language as well as when translation should be offered. These preferences instruct the browser that when it should offer automatic translation..
