SEO and transposed keywords

I am working on my keyword list and building out content. Am wondering if I need to have separate pages for transposed keywords or not.

For example:
Page 1 - Cute Hairy Big Cats
Page 2 - Big Cute Hairy Cats
Page 3 - Hairy Big Cute Cats
SEO all of those pages and they may compete with each other

Or

Cute Hairy Big Cats
SEO only this and hope that google recognizes transposed words and ranks you for all of them.

100% second option. if you create competing pages, google will have a hard time figuring out which one it should rank and it will not give you spot #1.

also, very difficult to create dif backlinks to all the pages that you mentioned. if you only have one page, much easier to manage.

take a look at niches like best running shoes, best business laptops, and you will see what I am talking about.
 
You don't have to hope.

Topical relevance and ranking for variants automatically has been around for some time now.

In terms of SEO "keywords" are the words and phrases that searchers enter into search engines
