So how do they count the views? is it one view per people that click on the video or is it 1 view for every few mins of the video watched
Is it possible that the video gets multiple views from the same person on the same video? like how live streaming is counted

I think the watch time per view should be at least 20 seconds to count

Same person same video multiple views are not possible.
Same person multiple video multiple views are possible.
Basically when any one see a video like minimum 1 minute than that person will be count as a viewer for YouTube.
But you can not use VPN because that can be drop at any time when the YouTube update comes.
Some social media exchange website use 30 seconds or 45 seconds for views count.

Afaik, youtube adds +1 view to the total number after 30 seconds of watching it.
However, watching only 30 secs of your video and skipping elsewhere and adding view number to your video like this will affect the algorithm and your video won't rank, since the signal means - many people clicks your video, and then after only 30 secs find it irrelevant and skips it.
30 sec view counts, however brings poor quality to the algorithm. It's better to watch 100% of the video. or at least 80% of it

YouTube will count the view if a person clicks on the video in the list of recommendations, search results, on a third-party site or on the author's channel. When the video is loaded automatically, the viewing will not be counted. Therefore, even if the viewer went to the channel, watched one video, and then the next one automatically loaded, then viewing the second video will not be counted.
