I think your device has been blacklisted. Try using high-quality proxies through Aezakmi. If it doesn't help, try reinstalling Windows and try to create it again. If what I suggested doesn't help, then you've been banned from the device.

Over here if you create a store account it will be suspended by default. An etsy (cheap outsourced) contract company will do a full id verification and interview. Will make sure you have no previous perm suspended account. After you pass id verification and interview they will keep you in an "on boarding state" and keep telling you that are live now and will keep asking you to add 30 free products and will keep suspending you unsuspending you.
So everything is manual and personal.

You answered yourself already, you're using a VPN, try using proxies instead. I created many Etsy accounts back in the day and what I can tell you is it's not easy to create a stealth Etsy account.

does using cloudfare can make my device blocked? i dont have any knowlage about vpn,proxy or etc,,i used cloudfare dns (1.1.1.1) because some of website that i visited is blocked in my country
