News videos and fair use

So, i was searching around, lot of posts about fair use ... but i'd love to explain my personal case so i can have a clear answer.

few years ago i started to upload a whole bunch of news videos, the short ones, mostly with random facts happened, some vip ranting on socials, weird shits ,but all of this videos are always used by newspapers (meaning there's a story or an article behind it) .
these videos where just reauploaded, without changing anyting, now obviously the channel is demonetized.

But i was wondering, since i get good amount of views, i'm trying to go "legit" .... and here comes my question

example: i have this video of this girl ranting about something, now i put at the beginning some other video of her or a picture, with a title on top, then start the video and i put description of the fact (based on the articles) , and add eventually comments ,using personalized lower thirds. and a final personalized ending screen.
is this enough to go for fair use and eventually get monetized again ?

i believe so, based on what i've read so far ...since it's transformative.... but i'd really love some opinions.

If you are recreating for the purpose of news reporting, sharing information, educating it come under fair use
but yt have changed a lot yt want human comments/voice to approve for monetization with such contents

thanks for the reply , so the video is basically like in the attachment , a title, a description of the fact ,and an explanation of what she talked about.
is that classified as human commenting right ? (i mean, i'm a human and i'm leaving the description of what happened... jeez i'm so lost sometimes )

no since its just text it won't work you need voiceover
